A Jammu court has dismissed an application seeking the registration of an FIR against Board of Control for Cricket in India (BCCI) president Mithun Manhas over alleged discrepancies in his date-of-birth records. The court ruled that the complaint did not contain sufficient evidence to justify a criminal investigation into allegations of fraud, cheating and forgery.

The order was pronounced on November 6, 2026, by Sandeep Singh Sen, KCS (Judicial), Special Railway Magistrate, Jammu. The application was filed by former Jammu and Kashmir Cricket Association (JKCA) honorary secretary Sudershan Mehta under Section 175(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

After examining the complaint, supporting documents and an inquiry report submitted by the Station House Officer of Nowabad police station, the court found no prima facie grounds to direct the registration of an FIR against Manhas.

According to the police inquiry, Manhas’s date of birth has consistently been recorded as September 12, 1977, across his official documents. These included his educational certificates, PAN and Aadhaar cards, as well as employment records.

The court also questioned the evidence presented by Mehta, who had relied substantially on a photocopy of information allegedly obtained from the Delhi and District Cricket Association (DDCA) website. It observed that the material was insufficient to establish that Manhas had submitted fabricated documents or made a false declaration before the association.

The order further clarified that differences between two records, without independent evidence of forgery, fabrication or fraudulent intent, could not automatically amount to a criminal offence.

The complainant had also failed to produce material showing that Manhas knowingly made a false representation or forged documents to gain an unlawful advantage in cricket.

Dismissing the application for lack of merit, the court clarified that Mehta remained free to approach the DDCA to verify its records. He could also seek appropriate action under the law if the verification revealed any wrongdoing. The ruling provides relief to the BCCI president, as the court declined to order a criminal investigation based on the evidence placed before it.
